Regional Initiative against the Illegal Exploitation of Natural Resources

Technical Unit, who we are

Following the Lusaka Declaration of the Special Summit of ICGLR Heads of State and Government on the Fight against Illegal Exploitation of Natural Resources in the Great Lakes Region, signed on the 15th of December 2010, the Regional Inter-Ministerial Committee (RIMC), at its meeting held in Bujumbura, Burundi in February 2013, approved the structure of the ICGLR Technical Unit on Natural Resources. The RIMC urged the ICGLR Executive Secretariat to establish the Technical Unit within the framework of the Democracy and Good Governance program with the aim of fast-tracking the implementation of the Regional Initiative against Illegal Exploitation of Natural Resources within ICGLR Member States.

The ICGLR Technical Unit on Natural Resources is entrusted with providing technical support for the implementation process of the Regional Initiative on the Fight against Illegal Exploitation of Natural Resources (RINR) at the national (Member State) level. The Technical Unit on Natural Resources is further mandated to monitor the implementation of the six tools of the RINR and related decisions, and play the supervisory role to ensure the credibility of the system by establishing a set of supranational supervisory mechanisms such as the Independent Mineral Chain Auditor (IMCA), the tripartite Audit Committee (AC), including the Analytical Fingerprint tool (AFP) and the Whistleblowing Mechanism (WBM). The Technical Unit on Natural Resources coordinates the activities of the various technical and financial partners supporting the implementation of the RINR and ensures the maintenance of professional relationships between the ICGLR Secretariat andother stakeholders responsible for mineral supply chain initiatives both at regional and international levels.

 The ICGLR Technical Unit on Natural Resources is divided into three levels of responsiby namely (1) the Team Leader (Coordinator), (2) the Team of Experts (technical staff) and (3) the administrative and support staff. The Technical Unit staff is competitively recruited from ICGLR Member States.
