RINR Regional Committee Considers ICGLR White Paper on Gold Strategy

A draft White Paper on a Gold Regional Strategy was considered during the 13th Meeting of the International Conference on the Great Lakes Region (ICGLR) Regional Committee on the Regional Initiative to Fight against the Illegal Exploitation of Natural Resources (RINR).

The draft discussion document was presented by ICGLR Secretariat to members of the committee and partners during the meeting that took place in Rubavu, Rwanda on April 19 – 21, 2016 to pave a way to a wider discussion, complementary documentation, sharing on the existing strategies on Gold in the mineral Gold industry Worldwide and in the Member States. The presentation was followed by discussions and suggestions that lead to the meeting to recommend that Member States and ICGLR Partners send their inputs on the Draft White Paper on the Regional Gold Strategy by 5th of May suggest a traceability system for Gold which will be submitted to the 14th Meeting of the Regional Committee on the Regional Initiative against the Illegal Exploitation of the Natural Resources to be held in September.

If approved, the Traceability System for Gold will be incorporated in Regional Certification Mechanism (RCM) Manual. The Regional Initiative to Fight against the Illegal Exploitation of Natural Resources is significantly contributing to ICGLR agenda to transform the Great Lakes Region into a space of sustainable peace, security for States and peoples, political and social stability, shared growth and development, a space of cooperation as it addresses the issue of mineral smuggling and financing of armed groups from the very grassroots up to the end of the chain of custody.

2016 for incorporation by the ICGLR Secretariat and the ICGLR Secretariat to explore the possibility of incorporating some elements of the African Mining Vision in the ICGLR Gold Strategy and Regional Guide on ASM Formalization. The consideration of the Draft White Paper constitutes a big step forward because apart from the importance of Gold as one the most expensive minerals and widely traded in the Region, it is one of the four minerals of focus by the ICGLR in its Initiative to fight against the Illegal Exploitation of the Natural Resources together with the 3Ts. It is expected that after the fulfillment of the committee and partners’ recommendations, the White Paper will be presented to the meeting of Experts on Gold from the Region and partners scheduled in August 2016.
